A native El Pasoan, Terri is a graduate of the Masters in Accountancy-Taxation program from the University of Texas at El Paso. Terri is a Certfied Public Accountant. She is the past president and currently a State Director for the Texas Society of CPA’s-El Paso Chapter, commencing in 2025, Terri has been elected to serve as President of Texas Society of CPA’s-El Paso Chapter. Treasurer of Southwest Quarter Horse  Association and an Advisory Committee member for the Plaza Classic Film Festival and the Accounting and Information Systems Department at UTEP. She enjoys travel and planning equestrian trips to far off destinations.

Doug was born in Kansas but raised in El Paso. He attended Eastwood High School where he was a member of the 1976 Texas State Basketball Championship team. He graduated with a BBA-Finance and Accounting from UTEP while working as a Senior Analyst at El Paso Natural Gas Co. He founded The Rutter Organization in 1988. Today, it ts  is a holding company that owns a diverse portfolio of assets and operating entities In real estate, financial services and other investments. Doug sits on several boards, including the Recovery Alliance of El Paso. A family man, Doug is proud to call El Paso home and UTEP his alma mater.
